Non-US Mint "Mint Sets" - Monster Toning

I recently purchased a "set" of coins. The plastic holder looks like a proof set and has no markings on it. The inner part is black cardboard and has the words "United States Coin Set" on the bottom and on the top there is a flag inside a circle of stars with the words "Twenty Five Years 1967-1991". On the reverse there is © 1992 U.P.M.
The plastic case appears to be sealed by a machine. It will not come apart.
Anyone know anything about these? Were these sets assembled by a firm and sold nationally? The condition of the coins is above average, but nothing great. I would guess that this set is somewhat old considering there is a fingerprint on the cent and nickel from being pushing into the inner holder.
I ask because the coins have toned in an amazing way. The Kennedy is stunning. It is red in the center and has a large ring of light blue (the typical too vibrant AT light blue/lavender color) and a ring of green around the rim. The nickel has solid rainbow colors circling the entire reverse. The Washington and Roosevelt have also started to tone in these same colors. The Lincoln is full mint red with no tone.
I had the opportunity to purchase several different dates of these sets (mainly 1970's-1980's), but this was the only one with nice toning. This is a 1977-P set.
I'm wondering if these sets are known to be conducive to toning or if this was a special case?

I always look for those types of holders in shops. You can usually find them in the bargain bin.
