    To my, admittedly untrained, eye it appears to be a strike through error. The pattern makes me wonder if it was a tough cloth or piece of wood. Maybe some of the error guys can chime in.

    Gee grip you're always finding something neat!
    Because the area in ? has been ironed out by the strike near LIBERTY it looks like a piece of coil or planchet that was damaged before striking.
    Change that we can believe in is that change which is 90% silver.
