Questions for D.Hall-variety coin encapsulation

i decided to repost this question to you...you may not have seen my post of it in another thread
i have an 'unlisted' barber dime variety that was deemed to be authentic by ANACS,the certification service in Colorado Springs,several years ago...i reported my find,in writing, to David Lawrence and even wrote an article on my coin along with a companion article about the combinations of type I and II obverses and reverses for the Barber Coin Collector Society Journal...
i make the claim there,which has never been contested,that my coin is the 'discovery' 1901-S dime with type II or 'new' reverse...
i made inquiry to PCGS about getting my coin encapsulated and attributed,maybe even labelled 'discovery 1901-S,new reverse' but was told that,for my coin, "it isn't possible..."i definitely felt that i was being brushed aside by your customer service representative.
What is PCGS's policy on attributing/encapsulating unlisted varieties?Your customer service representatives don't really seem to have a clue about your companies policies as they relate to customers.Hearing basically "discussion ended" right there on the phone with the rep did not impress me very much.The email responses were also "lack luster" and not what i would expect from a "number 1 in the field" company.
If the collector/investor can provide proof to PCGS as to the authenticity of a hitherto unlisted variety,should it not be possible for PCGS to encapsulate/attribute the piece?
I'm sure this issue has come up before with other 'would be' submitters to PCGS of unlisted varieties.

This is not a slam against PCGS, it's just that they don't do this and SEGS does.

i would want my variety attributed (really,just verified since its already been attributed) and encapsulated by the leader,numero uno in the industry...
"discovery" on the label would be nice but i would settle for "new" or "Type 2" reverse style on the label to describe this unlisted and rare hub variety...
let's see...how many years did it take to finally get the 1905-O 'micro O' dime listed in the Red Book? i know PCGS would encapsulate and label my 'micro 0' ...and i'd send it in to them if they could only 'do up' my 1901-S in the style it deserves...
