The PCGS Grading Guarantee: question to Mr. Hall

Mr. Hall, i extracted the following quoted text from your post in the thread entitled "The PCGS Grading Guarantee":

<< <i>PCGS has a grading guarantee ... pretty simple, but quite powerful ... if we make a mistake, we pay for the mistake ... we pay the value of the coin, or the difference between mistake grade and real grade ... I want to stress that we are paying .. the $15,000 because that's what we're supposed to do ... and this PCGS grading mistake ... We stand behind our product. >>

Mr. Hall, this leads me to ask 2 questions:

(1) in general, what pricing guidelines are used to determine the market value of a coin, both at the grade a person buys it at & at what is determined to be the correct grade?

(2) i understand you stand behind your product. why then is the Guarantee not applicable to coins which are later determined by PCGS to have originally been undergraded by PCGS?

i am sorry to say that i do not take advantage of the services offered by your esteemed company, & it is primarily due to two issues, one of which stems from the ramifications of my second question. i fully understand if you have neither the time nor the inclination to answer these questions.

baseball, please go HERE for this ongoing issue. my point is really that if pcgs does not guarantee the grade both ways, it should be explicitly stated somewhere so that buyers are aware. instead, what i see are comments to the effect of "pcgs stands 100% behind its grades" when such is not true.
