A change in procedure?

In David Hall's announcement of Rick leaving, he alluded to a grading procedure that does not involve a finalizer. Quite frankly, I didn't understand it.

Does anyone understand this procedure? Is it a change from the way it has always been done?

David or Ron Howard, can you explain in detail!?!

    I'm curious if this change occurred a while back, coincident with the sudden wild swings in grades, or if it is a new change, a result of Rick's leaving.
