Interestingly, Breen says that two pair of dies were sent to SF, but that no 1853s quarters were minted (p350).

The grade is probably correct. A coin in vg isn't very nice. At least 3 letters of liberty in the scroll and full rims both sides pretty much describes a vg seated quarter.
