Awhile back,I was outbid in an eBay coin auction. After the auction closed,I received an eBay email saying that the winner of the auction failed to follow thru,for whatever reason, and I was offered a "Second Chance" since I was the 2nd highest bidder.I took the offer and sent the seller payment thru PayPal.
That was 2 weeks ago and I still don't have the coin.
I emailed the seller 3days ago but, still no answer.
My next step will be to notify PayPal to withdraw my payment but I don't want to be too hasty.
Has anyone had a "Second Chance" offer or was I suckered? Twowood

However the weasels at PayPal may cancel your account if you do make a claim - they're worse than the insurance industry

Also, what I used to do with 'non payers' is to send a 2nd and 3rd email - labeled so in the subject line - and once email opened I put it in BIG RED LETTERS - SECOND REQUEST - THIRD REQUEST, etc. If it has been over 3-5 days since payment was made, I would definitely stay on top of it NOW, while things are 'fresh'. Maybe they are just trying to figure out how to refund your payment? Or maybe an emergency came up. I will always give benefit of doubt for a few days, but since I make sure to tend to my business even during emergencies, I expect others to do the same after a few days. Good luck and let us know how it comes out.
P.S. I always give my 2nd highest bidder a 2nd chance if I have additional items for sale. It is quite common, that is why eBay is trying to 'get in on the mix', so that they can profit from 2nd chances. Lots of deals are made by using eBay contacts, but not putting the items ON eBay.

In your case, the coin very well may be in the mail system.
Paypal actually gives you 7 days to reverse charges, I think with no penalty - the 30 days to make a claim just starts a slow prcess of tracking down what happened to the item.
I recieved (as a seller) a PAYPAL on June 21 - sent out the item priority/insured and the post office lost the package - or at least does not show delivery (whether the buyer recieved the package and the delivery post office forgot to scan the item or it just got lost, I will never know). I am still trying to get my money back from the post office because of all of their paperwork - need info from reciever, shipper, shipping post office. I refunded the buyers money once I recieved all of the paperwork from her.
