ms63 looks like a reasonable guess. Looks like chatter on the cheek, neck, and in front of the nose; That`s typically expected with a ms62/3. The frost and rim toning look pretty nice too.

From what I can make out of the scans,It looks like a great strike for an O mint.
64 easy if everything else checks out.IMO
