What's the difference between artificial & questionable toning?

If the grading services aren't sure if the coin is toned why don't they just slab the darned thing? What's the next reason for body bagging a coin? First it was artificial toning, now questionable toning? If it's questionable it means they don't know, doesn't it? If the experts aren't sure then it must "not" be purposely toned, right? I hope the services don't do this just to get resubmissions. That would be disappointing. Just venting folks, sorry! Got two coins back today for this reasons and they are beautiful.
I'll try again in a few weeks.

    From the grading services point of view - maybe this:

    AT: Somebody played with it; or somebody played with it, we think, well, we're pretty sure - body bag the sucker!

    QT: We think somebody played with it; well we're not quite "pretty sure", but almost - body bag the sucker!

    The reason that PCGS would reject a coin IMO that has questionable surfaces (in their opinion) is because they would rather err on the side of being conservative, in other words, I guess they would rather reject 5 coins that are possibly original in their opinion than holder one coin that is possibly not. I also believe that the PCGS term questionable/artificial toning is one classification, not seperate.

    If you really believe that PCGS made an error, you could always call or email Rick M. and ask him to review the coins in question.
