PCGS Green Holders and Grading Standards
How do the older PCGS slabs (green) compare to the newer ones today as far as grading goes? Were they more or less conservative? Is it worth sending in the older slabs to be re-graded? I'm interested in this as I have a PCGS MS-64PL Morgan that has excellent frosting on both sides. I can see myself very clearly from 8-10 inches away, so I'm wondering if a regrade might wind up with MS64 DMPL Cameo?

It's kinda hard to say without seeing the coin in person. You should look at the pop reports and price lists to see if the coin is even worth risking a regrade. Just because a coin is in a green label slab, doesn't necessarily mean that it's conservatively graded. If there's a big price swing between MS64PL and MS64DMPL or MS65DMPL then take it to a dealer that can give you an fair assessment as to the coin's grade.

PS - Frosting is nice, but it won't play into the final grade - you have to look at overall coin and condition - also Morgans don't get cameo designation in PL designations.

Here's a warning parable for coin collectors...
I'd suspect that you're correct since I have quite a few green slabbed proof Kennedys, and none of them are conservatively graded. Some are down right over-graded by current PCGS standards.
