The last couple NGC proof Kennedys I've gotten in have, in my opinion, been right on the money for the numerical grade. These were both very recently graded as compared to earlier examples I had purchased that I felt were marginally overgraded. But, both of these were CAMs that are just barely there, and may not make the designation by PCGS standards - which, BTW, I think are ridiculously high right now.
My opinion is that either company would be fine to submit to, and that it really boils down to personal preference.

I think it somewhat depends upon what your intentions for the coins are. If you plan to resell and think the coins are in terrific shape then you might send them to NGC in the hopes of getting a 70 grade. If you don't get a 70 however then you'd be better off with PCGS. From a resell stand point the only thing that beats a PCGS 69 is a PCGS or NGC 70.
Any modern proof from the last 20 years that's only a 68 CAM shouldn't really be submitted at all.
With NGC's "*" designation for coins that have excellent eye appeal you might want to go with NGC in hopes you can make some stars and that the stars become desirable in the future.
A PR69DCAM will bring a little more money that a PF69UCAM.
