PCGS Grade Guarantee, how does it work?

Did anyone tried it. I'm going to the coin show in 2 weeks and I have the coin that developed a problem and the grade is not representative. I sent ths proof eagle in original mint "container" I came back PF69DCAM but there is a problem take a look at the rim around the sun and at 3 o'clock.

How does the grade guarantee works and how should I fill out the submission form.

    I had a 1981-Ty1 SBA PR70DCAM that devoloped a spot at the base of the neck. I called PCGS customer service and they had me send it in on a submission form, to the attention of the SC person I talked to. I had to write on the submission form that is was for an eval because of a problem. Took them about 3 weeks, but they returned the coin without the spot. In a new PR70DCAM holder. The first thing you must do is call customer service and explain the problem to them. They will tell you what to do.
