I just got a '92 proof set in the mail today, and this is the most luscious quarter I've ever seen. All scratches and spots are on the plastic, and the lettering at the top of the picture doesn't lose it's frost as it appears in the scan.
This quarter is as near to perfect as I've seen in my short collecting history. The reverse is especially frosty... looks like it was sprayed on.

I have an 86-S that looks like that........as close to 70 as you can get without getting it.........say what you want about moderns, but some of these proofs are suweeeeeeeeeeeeet!

Upon closer inspection, it does seem to be a bit off-center. I'm not sure, though. It may just be crammed into the cardboard... yeah... I think that may be it.
