What causes this kind of toning?

Here is a proof seated half that was recently offered by Heritage. It looks like someone spilled ink on both sides of the coin. Any ideas of what caused this kind of toning pattern?

the toning and i have to see the coin in person to be sure but the toning is from an album the coin was in these halves really toned a mottled color lime this coin!! the earlier ones like from the 1860's most all that are toned are really dARK and mottled this how this coin got
the coin toned and kept getting darker and darker in places as uit sat siomewhere in an album a long time and where it was stored really accelrated the toning on the coin toning over toning and just got darker and more mottled as time went on and no one dipped the coin just left it as is and psooibly it was dipped long ago but then after the dipping this really acdelrated the toning process when it was put back into an album and with the way the coin was dipped and not neutralized this secondary toning really was all over the place and really came out mottled
BUT AGAIN THIS IS MY GUESSITMATE FROM A SCAN/PHOTO AND NOT A GOOD PHOTO AT THAT I NEED THIS COIN IN PERSON TO REALLY SAY WAHT HAS HAPPENED TO IT!!

The coin probably shows the effects of it too. It's probably kdull & lackluster because I don't see any marks or the usual hairlines to warrant the lowly 64 grade.
