The mint issued various "oddball" sets for coin shows and the like so it's possible there was an Ike in one of these. There was another 3 pc set for the Texas Numis. show in 1976 with a type 2 bicentennial coin in it.
The dies were changed in early 1975 for the bicentennial Ike. There are numerous differences on both the obverse and reverse but the reverse is much more obvious. The type 1 has wide flat letters around the rim and the type 2 has much thinner let- ters. There are no known mules. All '75 regular mint and proof sets contain the type 1, and all '76 regular sets contain the type 2's.
Yes, it was assembled and sold by the US mint and was available only at the show. There are other sets of this sort for other events, but most are extremely difficult to obtain. It seems most were destroyed and the rest are in very strong hands.
