PCGS grading question

A lot has been said about resubmitting coins. Sometimes they will be body bagged for cleaning or toning and other times not. My question is this: Do all three graders look at a coin to determine it was cleaned, or can the first person look at it-say it is cleaned and the game is over??

If you are speaking of a regular submission, I believe that even if the first grader thinks the coin is a no-grade (due to cleaning, questionable toning, etc.), it goes through the system, just as if the first grader assigns a grade. The first grader can be outvoted by the next graders in line on a no-grade opinion, just as he can be on a grading opinion.

I have to wonder, though, how many times that actually happens. My hunch is that it's not very often.
