A quick perusal of the pop reports seems to confirm the validity of the "WAG" method (whatever that is). In proofs, anyway, the earliest does look to be 1960.
Russ, the WAG method is used by nearly every government agency in the world. It is the standard "wild arse guess". Do not feel embarrassed if you did not know. I learned it from my father. He once used it when giving a presentation to the head of the Department of the Interior. He was giving a report on the acres burned in forest fires in Alaska sometime back in the 60's before satellites could map the areas burned. The Secretary of the interior asked" Hmm the WAG method, I have never heard of that method. What is it? ...." Needless to say it was more than quite a laugh.

...because I have no clue, either.
EDIT: I just realized what WAG is.

I earned my embarassment on this one. I used exactly the same method in this thread. Even used the whole words.

When I saw the "Useless knowledge" title I thought for sure I'd have the answer, but nevermind....
