ICCS has been around quite a while. It is well respected for grading foreign coins. They are located in Canada. They grade using European standards, which is much more conservative than US standards. In fact, many foreign dealers will only accept certified coins that are ICCS graded. The stone mountain is in a non PVC flip inserted within a larger 2.5 X 2.5 PVC flip, then heat sealed. Many times they will use Cointains to hold the coin, then insert into a large PVC flip.

Why the PVC flip and not a slab or intercept holder?

It's not a PVC flip. However, I do think it is a little cheesy-looking in comparison to a slab of some sort, but- they are much more respected North of the Border, and maybe that's the way folks prefer it there.
For one thing, you can see a coin's edge better in a flip, and if the flip is sealed/void when unsealed, I don't suppose it makes a lot of difference. I prefer a "real" slab, but different strokes for different folks.

ICCS actually carries a lot of weight on "The Dark Side". They are the #1 service when it comes to Canadian coins.
