In the set, all 5 state quarters, the dime and the half dollar are silver.

The complete set includes the following ten coins for 2002 (2000 and 2001 are the same. no dollar in the 1999 set)
five different silver state quarters
one silver half
one silver dime
one cent (same composition as circulating coins)
one nickel (same composition as circulating coins)
one sac dollar (same composition as circulating coins)

Yes. The '99 doesn't include the Sac dollar or the SBA coin.

That would be cool if the mint would put out a limited number of siver sets with gold sacs. I might even buy one of those.

I'd jump all over that too, though I might have to sell some of my current coins to do so.

A gold SAC would be a wonderful idea. Would increase the exposure for SAC's and add a new dimension to proof sales.

Phillip Diehl intended to strike a gold Sac for sale to the public and did
have "35" prototypes struck. Don't know how he intended to market
them though. Congress got all over him for it.
