Wrong Category e-bay Listings - What a Pain

I use key word searches in certain categories to look for coins I might want. I routinely come up with a certain seller's PCGS boxes up for sale. The boxes will be listed under quarters, half dimes, dollars, etc. This is clearly in violation of e-bay rules that items must be listed in the appropriate category. E-Bay Rules
I contacted the seller, and he suggested I should read ebay's rules some more. Am I missing something or is this seller just trying to get his product into everyone's search. This is a major e-bay seller.
