Hard judging from a photo, really...but I would say at least PR67CAM. Given that I can't see any marks, album slide, etc. that could possibly be on the coin. If it's problem free, the grade stands..PR67CAM. Your predicament is why I never have coins slabbed - I don't agree with their grading.
Agreed, Russ ... there could have been some hazing during shipping -- which would not be PCGS' fault -- despite my precautions. But, have you ever seen a two- to three-point downgrade for hazing? And, these coins were not dipped, either, so it is not a case of any leftover dip residue or anything like that. We are not talking about a PR-69 DCAM modern here than came in as 67 or 68 DCAM because it may have hazed during shipping.
To repeat your phrase, OUCH! But, if crappy poly envelopes and/or flips are to blame, PCGS is to blame. The coins were shipped in the supplies PCGS sells to we forum/Collectors Club members. I would think, and fervently hope, that PCGS bothers to assess and test shipping supplies it sells and would not be peddling anything harmful to submissions.

After many discussions with Charlie, I can say with certainty that they are, indeed, now doing that. I do believe though, (not sure, as I've never purchased the flips from them), that they have always offered both vinyl and mylar flips. The mylar being the good ones. I don't know, though, what is shipped by default when buying supplies.
After I switched to ET Kointainer SAFLIPS with no polybags, my hazing problem completely vanished.
I'm quite late in this exercise, but I felt you wouldn't get the designation. I sent in a '56 Type 1 Proof with about that much frosting, based on documented die performance.
This '54 looks to be at about the last stage where it may have received the designation; I think it is a hit or miss - depending on the day submitted.
Now as to the grade, well, by the images it sure looks 66. Maybe there is a typo or maybe something occurred intransit as you or someone speculated. If it comes back as it left, or rather as depicted in the image provided, I would NOT accept the grade of 63 without a challenge - just as a matter of principle.

OUCH! Check for hazing when you get them back. The scan tells me no cam, but it sure as hell doesn't look like a 63!

Absolutely. Here's an example of one of many that I ruined in the beginning using crappy flips:
The above was not dipped, and was pristine before it left for PCGS. The coin has since been cracked out, dipped and now resides in a PR68 holder.
