It just means that you do not have a bank account connected to your PayPal account. I am unverified since I removed my bank account a few months ago and I have been a PayPal member for 2 yrs 10 months. I also have a rating of 96 from the transactions I had when I was verified.
It depends on the amount of the transaction and the buyers rating.

An unverified address with paypal means that the address being shipped to does not match the address of where the credit card on file goes.
What they are trying to prevent is when people take a credit card statement and register it with PayPal. PayPal verifies the number matches the address, so any merchandise paid for with their system gets delivered to the same address as the credit card bill.
For a number of different reasons people add additional shipping addresses in PayPal. I have all items shipped to my PO Box as not to give out my home address. I've only had 3 out of hundreds ask questions - all have shipped.
When selling, I have my PayPal account configured to require me to manual accept the payment on unverfied addresses. I look at the sellers feedback and time on ebay and the amount of the item.
I've only denied one - because there were 3 email addresses involved plus the moron didn't include the S/H fee.
I sell to verified and confirmed only. I have enough potential chargeback liability in my real business. I don't feel like adding the same headaches to something I do for fun.

They can claim all the security they want. Citicard said the same thing and they had over 20,000 of their cardmembers' information taken from their servers.
Relayer, I absolutely agree with your stance on unconfirmed addresses. Once you "accept" the unconfimed address buyer's payment, PayPal then gives a 2nd opportunity to deny the payment. They provide you with the total number of transactions the unconfirmed address buyer has completed with PayPal. I've had some with over 200 transactions paid by PayPal. I certainly don't have any problem accepting that payment! My number is probably over 4-500. Can't understand why any FOOL would want to have an unconfirmed address buyer's payment automatically refused! Why not inspect the buyer's record and make a decision then???
I'm with Russ. If you are selling, and shipping items to an unconfirmed/verified user, you are not protected under any of paypal's policys. You can do it, but if the buyer is dealing with a stolen (or daddy's!!) credit card, you will eat the sale, as the buyer. No thanks. Not using a confirmed address, send a check or money order, thank you very much.
I use my girlfriends house as my unconfirmed paypal address and is where I prefer to receive my mail now but only ask dealers who have dealt with me on numerous occasions to ship to the unconfirmed address. I completely understand why the sellers here would be so leary to ship to an unverified address.
Since I haven't sold anything on eBay, I didn't realize that selling something to a buyer with an unverified Paypal account opened up potential problems to a seller. No one has complained to me about selling me an item because my Paypal account was not verified, hence my ignorance in this matter.

I tend to look at the combination of eBay feedback for the user, length of time as a PayPal member, and number of PayPal completed transactions. I would only be truly leery with low feedback, few (or no) PayPal completed transactions, unconfirmed address, and a coin that would cost me tons to replace.
If I'm receiving something by USPS I always ask the seller to ship it to my P.O. Box. So far, they've been pretty receptive. Where I live, the mailboxes are no more than baseball bat magnets. Plus, I had a problem with a neighbor a few years agos that involved the destruction of my mail, and anything else he thought he could get away with. (He ended up getting evicted, along with some fine additions to his ever-growing criminal record. Just a suggestion for you would-be intimidaters out there.... don't leave a message on an answering machine threatening to blow someones house up. Especially when they've already got the phone company logging nuisance calls.).
I had my mail forwarded to my P.O. Box about a year ago. There's actually a note in my mailbox that says my house is "vacant"! The postman figured I moved when I filled out the mail-forwarding form. I don't think he would deliver anything to it now.
So, if you're an eBay seller... don't forget that some people do have special circumstances, and their money is still good.
FYI - Alot of the above is actually not true at all. I have been with Paypal since inception. My address DOES exactly match my credit card billing/mailing address. I DO have a bank account AND credit card registered with Paypal. But for some reason, because I don't have a physical address, I am having a problem getting verified. (I have a PO Box which a lot of rural folks use as well.)
I called Paypal one day and spoke with a very nice guy and told him I was having a problem getting verified. He tried and tried several different ways to get around their program and get me verified to no avail. He said he didn't understand it himself because I had such a good record with them.
In addition, not only do I prefer NOT to give out my physical address, but really just didn't have one for awhile because it is in the boonies - and the road literally did not exist yet. So I guess I will just stay unverified and buy from folks who will sell to me - or I will mail the payment - not a problem.
I do understand, however, the hesitancy that some Sellers may have selling to unverified Paypalers as some folks are just not honest. Personally, I check their feedback rating as that generally tells the story anyway.
One last note - he said that I could get verified if I wanted to make copies and mail in some paperwork, which I found a big hassle and just haven't wanted to deal with yet. Who knows, someday I may.
Several opinions here - the reason I ask is that there is quite a bit of discussion on the ebay sellers forum regarding overseas buyers (most notably Indonesia) bidding ridiculous amounts, winning and then making out with the goods off of someone else's credit card info. Now, this is mostly involving electronic equipment but it seems possible that any merchandise would be susceptible to these practices - especially high dollar coins. I deal with many European buyers and have had zero problems but it makes you think... Then again, what would the difference be if you got ripped by a U.S. bidder vs. an international one? Are there really any more safeguards here, than there?
What aggravates me as a buyer are people that will not allow me to use Paypal since I am unverified.
I do not have a checking account, and do not want to give my bank account numbers to PayPal. At least if somebody gets my credit card # all I have to pay is $50. If they clean out my bank account, it's to bad for me.

Why not use the manual method to review a buyer's history with PayPal, in addition to their Feedback, and then make an informed decision based upon the buying and payment history of the individual buyer??? Pure common sense.
