PCGS will recognize full steps on nickels as long as there are 5 clear and distinct steps visible.

i have a 1964 pcgs pr68 cam jefferson in a old green holder it has all 5 steps clear ...my question is ngc gives proof fs on there holders, does pcgs ? it seems to be rare even on proofs i have looked at hundreds and most are not fs

    Hi, BigDave! I think PCGS may have thought you were talking about circulation strikes. PCGS does not use the "full steps" designation with proofs. It is pretty much assumed that proofs have full steps, due to their striking.
