I Was Looking At My Older Jefferson Proofs And None Have Full Steps, Exept One A 1964 PCGS MS68Cam..Old Green Holder.My Question Is... Does Full Steps Count On Proofs ?

The FS designation is only used on circulation strike coins.

The FS-023 on that NGC slab is referring to the variety "1939 Rev of 1940"

Neither NGC nor PCGS desinate Full Steps on proof coins.

LOL That had me going there for a second. It is amazing and a dead give away how knowledgable sellers are when it comes to collecting full step Jefferson nickels when they list proofs as having full steps. Although it may be an important aspect to some that the proofs have 6 steps. Personally, I'll look for a proof nickel to have 6 steps. It's something that's usually expected on a proof nickel.
