PCGS submission question.

I have a question that I thought you guys might be able to help me with. I was talking to a friend last Tuesday that I hadn't seen in years and we started talking coins. He's a stamp collector (big time eBay seller), but said that he had some coins that he wanted to show me. He started pulling out U. S. coins like crazy, including several bust and seated Liberty coins, large cents, and 6 gold coins. The gold coins were 2, 1911 and a 1915 $2 1/2 Indians, a 1915 $5 (MS62), a 1924 (MS65) Saint and an 18?? $20 Liberty. After raising my jaw and containing myself again, I heard him ask me how much he could get for them on eBay. I suggested that to get the most for his money, he should have PCGS slab them. I also told him that because I was somewhat familiar with submitting coins to PCGS that I would handle it for him in exchange for "the highest graded $2 1/2 Indian that would come back from PCGS." I told him that I figured I would be getting the better end of the bargain on this one because I felt that he had some pretty nice Indians (MS63+). He told me that he would get back to me later in the week with his decsion and today he did. I've only submitted two coins to PCGS under their silver membership. As soon as I felt like I might have a chance to submit these coins for the guy, I signed up for the gold membership. I'm now waiting for my membership packet to come in the mail with my 4 "free" submissions.
My question to you, are you guys aware of any way that I can send pre-1965 gold coins with a greater than $300 value each for less than $30 a coin? Is there a price cap for the quarterly special on an Indian coin? I know I shouldn't be greedy about getting a great coin for less than $250, but I thought that I would consult the board, assuming you have a little more submitting background than I. Any advice would be very helpful to me. Thanks a lot!
