I have two pics (obv and rev) of an 1889 seated quarter. The biggest drawback are the marks on the field on the
rev. coin seems to have some prooflike apearance and cameo (?) looking on both sides.

Looks like a few pits on the obverse as well as above the eagle and a mark on the left below the reverse banner.

I guess I like it so much because it appears proof like and I like proofs
Are those marks in the field around the Eagle's head? If so I might say 66 but the eye appeal sure makes up for that...

this may sound weird if your not familiar w/ these dates, but the dates are actually more difficult to obtain in VF/XF than in unc, ie. they're more rare in circulated grades!
because they are so proof-like in appearance, i believe they are among the easiest coins to overgrade due to "eye-appeal". but i don't see any reason to disagree w/ your coin.
same comments are true for seated halves from the same dates, & dimes as well. most common in unc, usually look like proofs.
