1971 Mint Set - 2 pennies - why?

In the blue pliofilm in the 1971 mint sets, there are two pennies. Why? I'm sure I could look it up but I'm feeling lazy right now and someone should know. So thanks in advance.

    Isn't there an "s" cent in with the "p" mintmarked coins? If not, then I'm clueless. Even if I'm right, I may not have a clue.image

    That's it. 1971S cents were struck for circulation that year (as was the case from 1968 to 1974). In fact, if you look at the mint sets that were issued over the years, beginning in 1947, you'll find a variety of number of coins issued in the sets. image

    Another note, in the blue pliofilm packs of 1968-70 theres a "S" nickel as none were minted at Philadelphia during those years.
