I think it's a double date but i can't find it in any books. At first i thought it was machine doubling but i've never seen machine doubling on a coin this low of a grade. Maybe it's unique

any ideas thoughts would be greatly appreciated

It's a 1898 P (no mint mark) quarter

There is a little bit of doubling on the bottom of all the numbers not just the 8

I can't tell from your scan but there are 3 different RPD from that model. If yours is one then it has to be #103 since 101 & 102 do not show repunching on all date digits.
