...per year on refunds to people who submit a coin for a regrade, and the coin comes back with a lower grade? That doesn’t happen very often, does it?

I'd guess about $50-100,000... BUT
How much do they make on regrade submissions that don't downgrade the coin? I think that evens it somewhat
