HOW ARE PROOF COIN ERRORS GETTING OUT WHEN QUALITY CONTROL IS SUPPOSED TO CATCH ALL ERRORS AND INSPECT ALL SETS BEFORE LEAVING THE MINT?

    let me explain a simple business principle to you. it is to let the customer do your quality control for you. this is the thought behind it...

    a quality control person will not catch all problems(just being human). eliminate a final inspection as quality control and let the customer do it. final inspections do not reduce the number of errors it only reduces the number of errors going out the door. quality is produced and the money is spent there rather than on a human at the door. most u.s. industries have adopted this principle.

    QUALITY CONTROL IS not SUPPOSED TO CATCH ALL ERRORS. This would require a workforce of inspectors with loupes inspecting every coin and this would simply cost too much. Instead the Mint has a trade-off where machines do the quality control but this only catches the major radicaly deformed errors.
    In the case of minor errors such as die cracks samples are taken from the struck coins and inspected and when the die reached an unservicable state the die is condemed and pulled from service. If it was determined that the dying die had only struck a few coins then the Mint simply doesn't care. If it was determined that the die had struck a large number of majorly disfigured coins then the whole run may be condemed. The Mint figures it's cheaper to refund or replace defective sets for the buyer.
    Change that we can believe in is that change which is 90% silver.
