Lathmach is right this is a good for token. But why the odd 2 1/2 cent value in 1933 ? I guess you needed two tokens to get your full value. Could have possibly been issued by West Chemical Company? they make cleaning products such as Pine-Sol.

No it's not a tax token.
It's a "Good For" token. It's worth 2 1/2 cents on the purchase of the product of this issuer.

1933-'34 Worlds fair so is often collected as Worlds fair memorabilia.
Figure around $3. Though this one will vary far more than most.
