1964 Franklin... does it exist

Since we were all just talking about the 1959-D Wheatie Link I was wondering about another Modern Ultra Rarity that Breen mentions in his book that I've never seen ANY mention of it anywhere else, and that's a 1964 Franklin (and, no, I'm NOT talking about the 1964-D Peace Dollar). He tells quite a story about it (page 416). Has ANYONE ever heard anything else about that coin?

    Seems possible since JFK was shot in feb if I remember right.

    If we're looking for ghosts, how about a 1931 Standing Liberty Quarter? Seems unlikely that they would end the SLQ in 1930 and have a replacement ready for 1932 but avoid any possibility of a 1931 need.

    What do you think? Possible? Maybe King Farouk had more than one really rare US coin?
