OK, looking at the coin...
1) It's a proof
2) There is no copper coating on it (not even on the rims)
3) It's a cameo non copper coated cent

It has to be a proof. The only Lincolns the San Francisco mint produced in '89 were proofs. At least according to my redbook.

It looks like a proof that found its way into circulation probably from someone breaking open proof sets. I found a state quarter proof in pocket change i got it at wal-mart.

Maybe thats why it was put into circulation because of the slight imperfection.

It is definately a proof but impaired. Is it reddish-purple? That's the way it appears in my browser. If so, cents often go through this color change on their way to brown. In short, it looks like a proof that was not very well taken care of.
