What is the NGC dealer rate/should I try to cross my ASE?

Howdy,
I am going to try out a new coin shop Saturday (YAY!) and they happen to be an NGC authorized dealer (that is how I realized they existed). Does anyone know how much they pay for a submission (so if they didn't feel like making a profit, I got the economy service for under $11)?
I am thinking of crossing Mr. Toned ASE because it really ticks me off that it is in a *63* slab. Michael Dixon said at least 66, TomB said at 67 PCGS.. well... Will a toned coin look better in the NGC slab?

PS- here are scans... the only real problems I see with the coin is the scratch on the shield.

You could always crack it out, and send it in PCGS economy. Just a thought. I agree that 63 seems very low based on the scan.

Obverse in the sun, on the rim,in the skirt and maybe a big one in the skirt.
Reverse small in the eagle shield,eagles feathers on the right as veiwed.
And is that mark near the nose part of the design?
If not that's gotta be a good deduction.
