Since the full Collector's Universe price of this coin is $190, I have a hard time understanding how this seller can describe his $250 opening bid as "less than dealer to dealer selling price"!
Much higher than CU price
I don't have a problem with a seller deciding to charge full retail, or even higher, as it is his business and his listing fees. He certainly can decide how to run his operation. However, attempting to mis-lead the unsuspecting with trash about bogus dealer to dealer prices, that I find offending. It's not even a high-end Cameo.

When I looked at the auction the BIN is $185 and it says the "starting bid" is less than dealer to dealer ..., or whatever the term(s) you used. hmmm?
You are so right. Someone must have notified him of his error. He has reduced his initial bid to $175 from the original $250. His initial bid is now $15 less than FULL retail, according to Collectors Universe. Seems......a little higher than dealer to dealer buy price (by a LOT!).
Down below the Sellers Services section of the auction, you will find "Item Revised: To review revisions made to this item by the seller, click here. In this case the seller has revised the auction four times! Seems he is having a little difficulty......
At least we made some progress.
