High-grade modern silver commemoratives: cheap?

I was looking at what Heritage has to offer in terms of modern silver commemoratives. They have several MS69 PCGS-certified examples for between $40 and $60. Looking at the populations, some of which are in the 200-500 range with few higher, the prices seem low. Is this an overlooked area of the market?

    The prices seem comparable to what the same coins are bringing on eBay.
    If you like them go for it, not a great deal of downside.

    They used to go for a lot more money but as dealers cought on and graded more coins they went down in price. Quite frankly, most of the unc coins and about half of the proofs make the 69 grade.
