Why would the population report for an issue DECREASE?

In looking over the pop report for 1975 Topps in the last few days, I've noticed something very interesting-

It's a good idea to do this unless you want your cards to be overstated in the pops and undervalued. I turned in 50 or so to both PSA and SGC; both company's are realistic and encourage collectors/dealers to do this, as do I.

This happened to me last week I sent some 70's football, many cards with a 0 pop in any grade. Early in the week they appeared on the pop report and they had to be my cards as most were commons. The following day they were gone. My grades posted that day and the day following that the pop reports were updated again to show the final grades on these cards.
Hope that makes a little sense, if not ask Jrinck or Zardoz (or maybe someone else?) about it, maybe they can put it into better terms.
I noticed the same thing yesterday with the '69 Topps Baseball Pop Report. The population decreased. There must be some corrections going on.
