To me this isn't very appealing but I'm still 90% blast white and 9% tone-liker and 1% confused.

It COULD have irridescent toning, but the picture makes it look like run of the mill black/brown toning (tarnish)

I figure it's probably light blue or purple color and looks better than the scan. I wish the seller would tell more about the COIN, for example why is it only graded 63? It looks kinda ticky but I can't see any marks in the picture to warrant the 63 grade unless it the marks over HALF on the rev so I'm wondering if it has hairlines or what.

It might be a real killer, if it truly does have iridescent toning then it's difficult to pick up in a picture. I purchased a quarter online that the seller claimed was iridescent but the picture didn't pick it up well. It went cheap, and it is the nicest coin I now own outside of my IHC's.

Nah, i woild rather have a white or even dark toning but with it not being dark or light i dont really care for it. im not new to half-dimes and i have seen some that look like that with dark blue toning but give it a few more years and they will be mostly black.

The super low mintage not withstanding, the 1863 half dime is the most common "low mintage" Philly date in mid to high grade UNC. For some reason there are a lot of these saved, especially in choice and gem mint state. It's hard to get the premium for them compared to the tougher dates of the 1860's. You could say it is "generously priced" in the price guides compared to other scarcer dates. But the lower grade circs are tough to come buy.

Ive dealt w/ NEN & Tom quite a few times. Every I have talked to them on the phone I keep telling them they have to improve the images. They really have some FANTASTIC coins.

I once bought a seated dime from this seller over ebay. The coin was very dark from the pic but their description said it had attractive toning. I asked that seller about the color on the coin to make sure if it was REALLY attractive and seller replied it WAS. So I placed my bid on it and won that coin and the coin arrived one day and I opened the package and....it was a really dark coin...
