Help with "grade-less" ANACS slab

I was at an in door flea market yesterday when I came across a Barber Dime in an ANACS slab with no grade on it. The information on the slab simply said:

1898 10c (serial#)
Cleaned-Scratched
That's it! Since this was one of those types of "markets" where the individual booths aren't manned by the sellers. (Everything is in locked cases) I couldn't ask the seller for more information about it. Does anyone know what the deal is with this "grade-less" slab? Btw, it looked like a pretty nice coin and the price on it was $20. Any help appreciated.

I wish I did, but the coin was in a locked display case and I didn't have my digital camera with me. They alternative, would have been to buy the coin for $20, the take it home and photograph it. But that is like shooting first and asking questions later.
He might not have wanted the net grade that ANACS would have given it for the problems but...Why would someone bother to get an 1898 Philly Barber Dime authenticated...I have no idea!

EVP made me aware that NCS is introducing authentication/attribution/encapsulation next month in airtite sealed holders with clear inserts. I'm anxious to see how it is priced. That service would be of great interest to me for some series/coins that I intend to keep rather than resell.
