Fish eye on 2002 Kennedy silver proofs

Has anyone else received their proofs sets with "a problem" on the Kennedys. I posted a few weeks back about the 2 out of 3 sets of silver proofs I received from the mint. The Kennedys have a what looks like a fish eye on the field in front of his nose. It looks like when a drop of water hits in a still pool, but no waves. Dont have a scanner.

Nothing that obvious on the two that I got in, but both had some hazing. The first I dipped, submitted and got a 69DCAM. The rest of the set sucked a big one; the quarters wouldn't even dip clean. Was so disgusted I spent them at the grocery store. The second set I got in was even worse. Sent it back.
