Quirk in new free submission for smaller registry set

As we know, PCGS now offers free grading -- based on the number of coins in the set -- to sets that reach 90 percent completion. So, how do we handle this scenario? One freebie is offered for sets consisting of 1-9 coins. The new policy states: "These free submissions are for coins within your set that are either "raw" or graded by another grading service that you would like to "crossover."
The new early proof sets category consists of only five coins. I registered my 1940 Proof Set and it is 100 percent complete, so I am entitled to one free submission. The only problem is, as much as I might wish otherwise, I do not have any spare 1940 proof Walkers or Mercs sitting around to take advantage of the freebie. On a five-coin set, it would seem to be common sense -- and a nice gesture as well -- to allow the freebie to be used to submit any coin of the registrant's choice. Whey should PCGS care what coin is submitted?
