Looking at it, I bet it's a transfer die struck counterfeit. The softness of the design, the beadwork of the denticles. Might have been transferred from an AU or EF coin and then re-engraved with a date. Probably would see tooling marks around the date. Especially since the date doesn't use the standard font for the design.

Even with the words reproduction, it was probably manufactured in this way.
