An Average to determine grade?

This Seller says that the cent is certified. Then a little further down in the description, it is described how he came to this grade. I guess he is personally certifying the coin. image
A 1943 copper Lincoln will still only buy a gumball out of the machine, but you can purchase the machine and the store with that same cent.

    1)He states the coin is certified.
    2)He states that he agrees with the MS64 assessment.
    3)He also states that the coin may be returned as long as it's not removed from the holder.
    4)However, he doesn't show the holder or state what company certified it.

    Oh Really!! From what I understand the obverse of a coin carries the grade. The grade of one side of the coin can't bring up the grade of the other side but it can hurt the overall grade.
