Silver Sac

When a got home from the coin shop today and looked at my change I found a silver sac, so i took another sac i had lying around and rubbed it, in a matter of seconds it was silver to. so i guess what im saying is has mint quality sunk so low that u can take layers of metal off with ur fingers???
