If this another "doctor job?

The right side of the obverse looks particularly funky to me. Not sure about the flip side either. Was NGC fooled?

    It looks like it was in a coin envelope for a long time. It looks AT too. I'm not saying that it is.
    Change that we can believe in is that change which is 90% silver.

    Looks ok to me. The obv. does look a bit funky though. I wouldn't pay anywhere near the sellers reserve for that coin. Probably have to look at it up close and personal.
