there's a couple of fly specks on the rev shield, too. makes you wonder, with the surface contamination complaints coming to light on the boards recently, whether this moisture problem was caused at pcgs or not...
i wonder if the submitter asked for a finger print and just got spittle instead.
Russ, I like this post. Most collectors haven't seen PR70s, and assume they must be 10x nicer than PR69's. I don't believe in the grade. By definition, PR69 appears perfect to the unaided eye. I have several Kennedys that have the same problem in the sideburns as this one. Several of them are slabbed too, but at PR69. I always wondered why the spots at the high point of the strike didn't eliminate the dcam designation. I also have one that has a single sideburn hair that is brilliant in a dcam holder. I'm unsure why defects in what to me is the main focal area don't attract more interest from the graders.

As Don mentions -- that's not contamination or flyspecks, it's small breaks in the cameo. Often the metal doesn't fully flow into the deepest portion of the dies (highest point of the coin), or there might be some debris in the deep part of the die that prevents it from imparting the cameo to the coin.
Don and Tad have the correct answer. It is due to the strike of the coin. Some of those small frost breaks are also apparent on the shield on the reverse and is found more common on heavily frosted Kennedy proofs than a typical frosty Kennedy proof from my experience.
Sometime the frost breaks or frost fades occur from the erosion or wearing of the acid bath effect on the incuse area of the dies.

Actually, cameo for this year was created by sandblasting, not the earlier acid-etching technique.
I've seen the cameo "wear" that you mention, but I don't know if that would explain these spots, because they're in the deepest recesses of the die and should be the last to wear out.
