I'm not defending PCI- this coin might just as well be raw as far as the grade opinion is concerned, but that "rub" might just be an area of the coin where the toning didn't 'take'. It might be mintstate (tough to really tell by the scan). As long as the luster continues over the cheek I wouldn't be concerned with the lightening of it (necessarily).

You have to wonder, though, why the seller didn't provide a larger scan of the obverse as he did with the reverse.
