I'm not a "Lincoln cent guy", but it looks like a die chip.
Superb collections are built more by omission than by addition.

What's going on with the rim?
No idea but the second coin appears to have the same rim. Thanks to all for the information. In all the coins I've looked at over the years have never seen a die chip except in photos.,
Very common on 1960-D cents. If you have rolls of that date, you're likely to find more.
Misalined Die strike or a tilted die/planchet strike.

Very common die chip as others have stated - no premium though.
