The only possible way to produce a "nickel" for less than 5c for any length of time is to reduce the size and coin it in aluminum. Just issue it as non-legal tender. and put excluders on vending machines. The most likely alternative is stop gap measure to enrich the few at the expense of the many. It doesn't have to be non-legal tender or aluminum but with the price of copper set to soar it is not going to work for long. Even zinc which is highly toxic and doesn't survive circulation is now (or soon) higher than the break even for melting zincolns,.
