eBay's "in one cart" is meaningless.

I'm sure this has been brought up sometime in the past but that's my conclusion as it doesn't mean a sale is pending. I wonder why eBay even informs the seller. If it's a ploy for me (the seller) to lower the asking price, it won't work. I'd rather not know that someone has put it in his cart for consideration. . . .

The only thing that it means is that you can send that person a offer as an incentive.
You can actually send offers to anyone watching your item -- it doesn't have to be in a cart.
I've always thought the "In one cart" was a way to entice others to move quickly if they want it -- which could be legit at times. But I think if a seller has another account they can always add the item to their cart from their 2nd account.
I believe the more people who have it in a cart, the better the item could do in eBay's algorithm. In general, it could help sell the item when a buyer sees the message as it can seem that the item will sell if they do not buy it.
I have seen items in the past sit "in a cart" for months and never sell. I don't usually pay it any mind as I can usually just find another one elsewhere. I guess it could be a factor if it's a 1of1 per say but other than that I really don't see the reason for it. 😎
